BYLAWS OF THE NEVADA REPUBLICAN PARTY
(As adopted January 29, 2022)
ARTICLE 1: NAME OF THE ORGANIZATION
The name of this organization shall be the NEVADA REPUBLICAN PARTY (hereinafter referred to as the NVGOP), which shall be governed by the Nevada Republican Central Committee (hereinafter referred to as the NRCC) under the direction and leadership of the NVGOP Officers and Executive Committee.
ARTICLE 2: PURPOSE
The purpose of this organization shall be as follows:
- To act as the sole affiliate of the Republican National Committee (hereinafter referred to as the RNC) in the state of Nevada.
- To recruit, develop, and elect representative government at the national, state, and local levels.
- To promote sound, honest, and representative government at the national, state, and local levels.
- To preserve and protect the dignity, rights, freedom, and liberty of the individual citizen.
- To protect the Republican brand by recruiting, training, and promoting candidates for office who will uphold the NVGOP platform and the political policies supported by its membership.
- To provide leadership, guidance, and support for all affiliated county Republican central committees/county Republican parties within the state of Nevada.
ARTICLE 3: DUTIES AND HEADQUARTERS
Section 1. The general supervision, regulation, and direction of the Nevada Republican Party shall be vested in the NRCC, subject in the following order of priority to:
A. The Rules of the Republican National Committee;
B. These Bylaws;
C. The provisions of the Nevada Revised Statutes not in conflict with the foregoing.
Section 2. The NRCC shall set the time and place and issue the call for the State Convention, which shall be held within Clark County in all gubernatorial years and within one of the remaining sixteen counties in all presidential years; and issue the call for the Congressional district conventions in presidential years during which multi-county district convention shall be held in concert with the State Convention. There shall be no fractional voting from any county at any State Committee meeting, State Convention or any Congressional district caucus or convention.
Section 3. The NRCC shall establish and maintain its principal office in such locations as may be selected from time to time by the Chairman with the concurrence of the Central Committee. Other offices may be established as needed.
Section 4. The Executive Director shall have authority to hire and fire all office personnel, with the prior approval of the Personnel Committee, obtained at a conference call or meeting of the personnel committee.
ARTICLE 4: OFFICERS
The following positions shall serve concurrently as the elected officers of the NVGOP and NRCC and shall have the following authority, duties, and requirements:
- Chairman
A. Shall serve for a term of four (4) years upon election or until a successor is elected.
B. Serve as the chief executive officer of the NVGOP, NRCC, and Executive Committee.
C. Act as the presiding officer at all meetings of the NRCC and Executive Committee and as the Temporary Chair of the NVGOP Convention.
D. Serve as a voting member of the Executive Committee and as a voting member of all standing committees.
E. Appoint the Chairmen of all Standing Committees established in these Bylaws subject to confirmation by the Executive Committee.
F. Execute the policies established by the NVGOP, the NRCC, and the Executive Committee.
G. Act as a signatory on checks or other payments issued by the NVGOP in conjunction with the signature of the Treasurer or other authorized officer when required.
H. Serve as a member of the Republican National Committee representing Nevada.
I. Keep the Executive Committee advised of the activities and progress of the party. - Vice-Chairman
A. Shall serve for a term of four (4) years upon election or until a successor is elected.
B. Serve as the deputy-chief executive officer of the NVGOP, NRCC, and Executive Committee.
C. Shall assist the Chairman in the duties of his office.
D. Act as the presiding officer at all meetings of the NRCC and Executive Committee and as the Temporary Chair of the NVGOP Convention in the absence of the Chairman or at the Chairman’s Request.
E. Execute the policies established by the NVGOP, the NRCC, and the Executive Committee.
F. Advise and assist the counties to ensure that precinct meetings and county conventions are held in accordance with these bylaws and the NVGOP Standing Rules.
G. Advise and assist the counties to ensure that precincts are properly manned for voter canvassing, voter registration, voter turnout, and resolving election day challenges.
H. Act as a signatory on checks or other payments issued by the NVGOP in conjunction with the signature of the Treasurer or other authorized officer when required.
I. Serve as a voting member of the Executive Committee.
J. Keep the Executive Committee informed of his activities. - Secretary
A. Shall serve for a term of four (4) years upon election or until a successor is elected.
B. Shall act as the chief administrative officer of the NVGOP, NRCC, and the Executive Committee.
C. Keep minutes of all meetings of the NVGOP Convention, NRCC, and Executive Committee.
D. Deliver a copy of all meeting minutes to the Chairman within thirty (30) days of the meeting, and upon review, make a copy of the minutes available to each member of the Convention, NRCC, or Executive committee, respectively, no later than the call of the next regular meeting or Convention.
E. Keep a current list of all members of the NRCC and Executive Committee.
F. Act as a signatory on checks or other payments issued by the NVGOP in conjunction with the signature of the Treasurer or other authorized officer when required.
G. Distribute a roster of all current members of the NRCC and the Executive Committee to each NRCC member no later than the first regular meeting following a State Convention and at least annually thereafter.
H. Serve as a voting member of the Executive Committee. - Treasurer
A. Shall serve for a term of four (4) years upon election or until a successor is elected.
B. Shall act as the chief financial officer of the NVGOP and NRCC.
C. Act as the custodian of all financial assets of the NVGOP and NRCC.
D. Pay expenses only in compliance with the NVGOP budget, excepting payments specifically approved by the Chairman.
E. Keep a strict accounting of all revenues and expenses in accordance with generally accepted accounting practices, and make those records accessible to the Chairman, Executive Committee, and all members of the NRCC upon request.
F. File all statements, reports, and disclosures as required by Federal and State laws in a timely manner.
G. Act as the primary signatory on checks or other payments issued by the NVGOP in conjunction with another authorized Officer when required.
H. Provide the NRCC and Executive Committee with current financial reports at each of their respective regular meetings, and furnish an updated report to the Executive Committee should there be any significant changes in financial condition between Executive Committee meetings.
I. Obtain a bond at the expense of the NVGOP with sufficient security to satisfy its requirements.
J. Convey all financial assets and accounting records of the NVGOP and NRCC to their successor at the conclusion of their service as Treasurer and provide for any audit of those records requested by the Executive Committee.
K. Serve as a voting member of the Executive Committee.
L. Issue checks or other payments in accordance with the following guidelines:
i. Any check or other payment issued in an amount less than $1000 shall require the signature or other equivalent authorization of at least one of the following Executive Committee members: the Chairman, Vice-Chairman, Secretary, Treasurer, or Assistant Treasurer.
ii. Any check or other payment issued in an amount of $1000 or greater shall require the signature or other equivalent authorization of two (2) of the following Executive Committee members: the Chairman, Vice-Chairman, Secretary, Treasurer, or Assistant Treasurer.
iii. Payroll checks prepared by a payroll service shall be exempt from the above limits and requirements and may be signed utilizing a facsimile of the Treasurer’s signature only. Manually prepared payroll checks shall be subject to the same limits and requirements outlined above. - National Committeeman and National Committeewoman
A. Shall serve for a term of four (4) years upon their ratification at the RNC National Convention or until their successor(s) are elected and confirmed by the RNC.
B. Shall serve as members of the Republican National Committee representing Nevada.
C. Shall serve as voting members of the Executive Committee. - Appointed Officers: Assistant Treasurer, General Counsel, and Parliamentarian
A. Shall be appointed by the Chairman with the approval of the voting members of the Executive Committee.
B. Shall serve as non-voting members of the Executive Committee.

ARTICLE 5: EXECUTIVE COMMITTEE
The following officers and other NRCC members shall serve concurrently as the Executive Committee of the NVGOP and NRCC and shall have the following authority and duties:
- The voting members of the Executive Committee shall be:
A. The Chairman, Vice Chairman, Secretary, Treasurer, National Committeeman, National Committeewoman, President of the Nevada Federation of Republican Women, and the Chairmen of the Budget and Finance Committees.
B. One representative elected by the NRCC members from Clark County, one representative elected by the NRCC members from Washoe County, and the Chairman of the Rural Counties Caucus, who shall be elected by the NRCC members from the remaining fifteen (15) counties combined. - The non-voting members of the Executive Committee shall be the Assistant Treasurer, General Counsel, Parliamentarian, the Chairmen of the Bylaws, Nominating and Candidate Recruitment, and Credentials Standing Committees.
- The duties of the Executive Committee shall be:
A. To assist the Chairman in the formation of the policies necessary for the management of the NVGOP and NRCC.
B. To hear and resolve organizational controversies and disputes, subject to review by the NRCC.
C. To determine the date, time, and location of meetings of the NRCC, and to recommend to the NRCC the date, time, and location of the NVGOP State Convention.
D. To conduct the necessary business of the NVGOP between membership meetings. - Members of the Executive Committee must be registered Republican Nevada electors at all times while serving.
ARTICLE 6: GENERAL MEMBERSHIP
The voting general membership of the NRCC shall be constituted and governed as follows:
- The voting general membership of the NRCC shall be:
A. The elected officers of the NVGOP in accordance with these bylaws: Chairman, Vice-Chairman, Secretary, Treasurer, National Committeeman, National Committeewoman, and the appointed members of the Executive Committee.
B. The Chairman and highest-ranking Vice-Chairman from each affiliated county Republican Party/Central Committee in Nevada, as recognized by the NVGOP Executive Committee or NRCC. If a county Republican Party/Central Committee has no elected Chairman or Vice-Chairman, a qualified resident of that county may be elected by the NRCC to serve as a voting member until such time that a qualified person has been elected to the vacant position(s).
C. The chairman, president, or other presiding officer, however designated, of the Nevada unit of any national Republican organization or auxiliary group with the following stipulations:
i. Republican organizations must be officially recognized by the RNC or by the NVGOP at the discretion of the Executive Committee.
ii. A copy of the organization’s Nevada unit Charter, Bylaws, or other governing documents and proof that the individual is recognized by the parent organization as the Nevada unit’s presiding officer must be kept on file with the Secretary to maintain status as a voting member.
iii. Changes to the presiding officer of the organization must be filed with the Secretary within 30 days.
D. The Chairmen of all standing committees as provided for in these Bylaws.
E. Such additional members as shall be nominated at the sole discretion of each affiliated county Republican Party/Central Committee in Nevada and elected by majority vote at the NVGOP State Convention as follows:
i. Three (3) members in addition to the Chairman and Vice-Chairman from each county mentioned above.
ii. One (1) additional member from each county for each 2000, or major fraction thereof, registered Republican electors in that county as of the first Monday in January of years in which a State Convention is held.
iii. One (1) additional member from each county whose County Commission or other elected county governing body is comprised of a Republican majority as of the first Monday in January of years in which a State Convention is held.
F. The following Nevada public officials shall be considered ex-officio members. Ex-officio members must attend at least one (1) meeting of the NRCC in person every two (2) years beginning on the date their office is assumed to retain voting privileges. Failure to meet this attendance requirement will result in conversion of their membership status to Honorary until rectified.
i. Current Republican members of the United States House of Representatives and United States Senate representing Nevada.
ii. Current Republican holders of statewide Nevada Constitutional offices.
iii. Current Republican members of the Nevada Legislature. - The elected general members of the NRCC shall serve for a term of two (2) years or until their successors are elected. Their term shall begin upon their election at the NVGOP State Convention.
- Ex-officio and other non-elected members of the NRCC who are granted automatic membership shall serve in their position(s) until such time as they no longer meet the qualification criteria required for their membership as set forth in Article 6, Section 1 of these Bylaws.
- Honorary members of the NRCC may be appointed or removed at the discretion of the Chairman or by majority vote of the Executive Committee or NRCC. Honorary members may be provided speaking privileges at meetings of the NRCC but shall not have voting privileges.
- All members of the NRCC must be registered Republican Nevada electors when nominated, elected, and at all times while serving.
ARTICLE 7: ELECTIONS, VACANCIES, AND REMOVALS
ARTICLE 7.1: ELECTIONS
- Elections for Chairman, Vice-Chairman, Treasurer, and Secretary:
A. Regular elections shall be held at the fall/winter regular meeting of the NRCC in the calendar year following a presidential election.
B. Elections shall be decided by a majority vote of the voting members of the NRCC in attendance at the meeting in person or by proxy, a quorum being present.
C. The Chairman and Vice-Chairman must reside in different counties, with priority being given to the election of the Chairman if a conflict should arise. - Elections for National Committeeman and National Committeewoman:
A. Regular elections shall be held at the NVGOP State Convention held in calendar years in which a Presidential Election is held.
B. Elections shall be decided by a majority vote of the delegates in attendance at the Convention, a quorum being present. Delegates must be present to vote.
C. The National Committeeman and National Committeewoman must reside in different counties, with priority being given to the election of the National Committeewoman if a conflict should arise. - Elections for membership to the NRCC:
A. Regular elections for positions on the NRCC shall be held at the NVGOP State Convention in even-numbered calendar years.
B. Each affiliated county central committee/county party shall submit a list of qualified nominees for NRCC positions afforded to that county in accordance with Article 6 of these Bylaws to the Secretary at least 45 days prior to the Convention at which regular elections are to be held. Any position for which there is no qualified nominee shall remain vacant until a special election is held to fill that position.
C. Elections shall be decided by a majority vote of the delegates in attendance at the Convention, a quorum being present. Delegates must be present to vote.
D. Elections for NRCC positions may be conducted by voice vote or by any other method at the discretion of the Chairman. - Elections for positions other than those for NRCC membership shall be conducted by secret ballot unless there is only one (1) nominee for the position, in which case the election may be conducted by voice vote or any other method at the discretion of the Chairman.
- Should at least one (1) candidate for a particular position fail to receive a simple majority of the votes cast, the winner shall be decided by a runoff vote between the two (2) candidates receiving the highest number of votes.
- In the event of a tie vote, the winner shall be decided by the drawing of cards using a standard fifty-two (52) card deck of playing cards, with the high card holder in accordance with standard poker rules being declared the winner.
ARTICLE 7.2: VACANCIES
- Vacancies in the position of Chairman. Should a vacancy occur in the position of Chairman:
A. The Vice-Chairman shall act as Chairman pro tempore, exercise all authority of the Chairman position, and perform all associated duties thereof.
B. The Vice-Chairman shall call a Special Meeting of the NRCC within 60 days of the vacancy to hold a special election to elect a successor.
C. Nominees must be current voting members of the NRCC and must reside in a different county than the Vice-Chairman to qualify. - Vacancies in other elected officer positions. Should a vacancy occur in any elected officer position other than Chairman:
A. A successor shall be elected by special election at the next regular or special meeting of the NRCC.
B. Should a vacancy occur after the call to a regular meeting has been issued, it shall be deemed in order to insert an election for a successor to the vacant position into the agenda as the first item of business following the final credentials report.
C. Nominees must be current voting members of the NRCC to qualify.
D. Nominees to fill a vacancy in the position of Vice-Chairman must reside in a different county than the Chairman. - Vacancies within the NRCC. Should a vacancy occur within the elected NRCC membership:
A. Successor(s) shall be elected at a special election to be held at the next regular or special meeting of the NRCC.
B. Nominations for successor(s) to any vacant position(s) shall be submitted to the Secretary by the affiliated county Central Committee/County Party from which the vacancy originated in accordance with that county’s bylaws and rules.
C. Nominees for vacant positions must be elected voting members of their county Central Committee/County Party.
D. Nominations must be submitted prior to the start of the applicable meeting to be considered. Nominations from the floor will not be permitted. - Any person elected to fill a vacancy for any position shall serve in that position only for the remainder of the original term unless re-elected at the next regular election for that position.
- Special elections to fill vacancies shall be conducted in the same manner as regular elections for those positions, apart from the provisions specified above.
ARTICLE 7.3: REMOVAL
- Each County Central Committee/County Party may recommend removal of any elected NRCC member(s) representing that county for cause in accordance with their own bylaws and rules at any regular or special meeting of the NRCC. Any such recommendations must be submitted to the Secretary prior to the start of the applicable meeting, should include an explanation for the action, and are subject to acceptance by a majority vote of the NRCC members in attendance at that meeting in person or by proxy, a quorum being present. Should any member(s) be removed in this manner, an election in accordance with Article 7.2 of these bylaws to elect their successor(s) shall be deemed in order as the next item of business.
- Removal of an elected officer for cause shall be placed on the agenda of the next regular meeting of the NRCC upon written request of twenty percent (20%) of the total membership of the NRCC, excluding ex-officio members. Any such request must be submitted to the Secretary a minimum of 60 days prior to a scheduled meeting.
- Removal of an elected officer for cause shall require a 2/3 vote of the total members and proxies of the membership of the NRCC present at the meeting.
- Removal of an individual elected NRCC member for cause shall be placed on the agenda of the next regular meeting of the NRCC upon written request of ten percent (10%) of the total membership of the NRCC, excluding ex-officio members, or upon the request of a majority of the voting members of the Executive Committee. Any such request must be submitted to the Secretary a minimum of 60 days prior to a scheduled meeting.
- Removal of an individual elected NRCC member for cause shall require a majority vote of the NRCC members present, in person or by proxy, at the meeting where such an action is being considered.
ARTICLE 8: MEETINGS
- Regular meetings of the NRCC:
A. Shall be Held at least two times each year on dates fixed by the Executive Committee, with a goal of one meeting in each six-month period.
B. Each regular meeting shall be no more than two days in length.
C. At least one regular meeting every two (2) years shall be held in Carson City while the State Legislature is in session.
D. Apart from the meeting required to be held in Carson City, meetings shall be rotated to various areas of the state at the discretion of the Chairman and subject to approval by the Executive Committee. - Special meetings of the NRCC:
A. Special Meetings of the NRCC may be requested as follows:
B. Upon the call of the Chairman.
C. Upon written request by a majority of the Executive Committee members.
D. Upon written request of one-third (1/3) of the members of the NRCC, excluding ex-officio members.
E. Special meetings shall be scheduled within sixty (60) days upon being properly requested in accordance with these Bylaws, and a meeting call shall be issued by the Secretary within fifteen (15) days of such a request.
F. The location of any special meeting shall be at the discretion of the Chairman subject to approval by the Executive Committee. - General requirements for regular and special meetings of the NRCC:
A. Meeting calls may be sent exclusively by electronic mail (e-mail). In the event an e-mail is determined to be undeliverable, a notice shall be sent by postal mail without delay.
B. Members may submit a written request to the Secretary to be sent a meeting call by postal mail in addition to an e-mail notice. Any such request must be received at least sixty (60) days prior to a scheduled meeting to become effective.
C. Meeting calls shall be sent no less than forty-five (45) days prior to any scheduled meeting.
D. Meeting calls shall include the date, time, and location of the meeting as well as a preliminary agenda of the items of business to be considered.
E. A quorum of the NRCC members shall be understood to be a majority of the voting members of that body. Ex-officio members shall not be included when calculating quorum.
F. A quorum of the NRCC members must be present in person or by proxy to conduct any business at a regular or special NRCC meeting.
G. Once a quorum is established, it shall be recognized until it is brought into question.
H. No business shall be conducted at any meeting where a quorum is not present except for public announcements, ceremonial items, and discussions held in a Committee of the Whole. - Meetings of the Executive Committee:
A. Regular meetings of the Executive Committee:
i. Shall be held a minimum of four (4) times per calendar year, with one (1) meeting being held in each quarter. Additional regular meetings may be held at the discretion of the Chairman.
ii. Shall require a minimum of a ten (10) day notice.
B. Special meetings of the Executive Committee:
i. May be called at the discretion of the Chairman.
ii. Must be called upon the written request of a majority of the voting members of the Executive Committee.
iii. Shall require a minimum of five (5) days notice, unless a bona fide emergency does not allow for such notice and a majority of the voting members of the Executive Committee approve such an exemption.
iv. The notice of any special meeting must contain all matters to be considered at that meeting. No matters other than those contained in the notice may be considered.
C. Notices for regular and special meetings of the Executive Committee may be sent be electronic mail (e-mail).
D. Meetings of the Executive Committee may be held in person or remotely by teleconference, videoconference, or in any other similar manner. All rules for conducting a meeting in person, including determination of a quorum, shall apply to any meetings held remotely.
E. A quorum of the Executive Committee shall be understood to be a majority of the voting members of the Committee present in person, remotely, or by proxy. A quorum must be established for any business to be considered.
F. Consideration of any personnel matters by the Executive Committee shall be conducted in executive session.
G. No business shall be conducted at any meeting where a quorum is not present except for public announcements, ceremonial items, and discussions held in a Committee of the Whole.
ARTICLE 9: COMMITTEES
ARTICLE 9.1: COMMITTEE RULES AND REQUIREMENTS
- The Chairman of all standing committees shall be nominated by the NVGOP Chairman and confirmed by the Executive Committee.
- Members of each standing committee shall be appointed by the committee Chairman, subject to confirmation by the Executive Committee. Committee members shall serve at the pleasure of the committee Chairman.
- The NVGOP Chairman may, at their discretion, create special committees as needed with the approval of the Executive Committee to conduct tasks not already assigned to a standing committee. The NVGOP Chairman and NVGOP Vice-Chairman shall serve as voting members of any such special committee.
- The Chairman and members of any special committees shall be appointed by the NVGOP Chairman with the confirmation of the Executive Committee.
- The Chairman and all members of all standing and special committees must be registered Nevada Republican electors when appointed and at all times while serving.
- Meetings of standing or special committees may be held either in person or remotely by teleconference, videoconference, or in any other similar manner at the discretion of the Committee Chairman. All rules for conducting a meeting in person, including determination of a quorum, shall apply to any meetings held remotely.
- A quorum of any standing or special committee shall be understood to be a majority of the members of the Committee, present in person or remotely. A quorum must be established for any business to be considered.
ARTICLE 9.2: STANDING COMMITTEES, DESCRIPTIONS, AND RESPONSIBILITIES
- Budget Committee
A. Shall consist of its Chairman, the NVGOP Treasurer, one (1) member from Clark County, one (1) member from Washoe County, and one (1) member from the remaining counties combined.
B. Shall conduct semi-annual budget reviews for the members of the NRCC.
C. Shall prepare a biennial budget at the beginning of each even-numbered calendar year to be presented to the NRCC for approval at the first regular NRCC meeting of that year. - Bylaws Committee
A. Shall consist of its appointed Chairman, two (2) members from Clark County, two (2) members from Washoe County, and two (2) members from the remaining counties combined.
B. Shall meet at least once per year to review these Bylaws and the Nevada Republican Party Standing Rules, and to consider any amendments that have been proposed.
C. Shall review the bylaws and rules of each county central committee/county party to ensure they are not in conflict with these Bylaws, the Nevada Republican Party Standing Rules, or the Rules of the RNC.
D. Upon request, may assist county central committees/county parties in reviewing and revising their bylaws and rules. - Finance Committee
A. Shall consist of its appointed Chairman, the National Committeeman, the National Committeewoman, two (2) members from Clark County, two (2) members from Washoe County, and two (2) members from the remaining counties combined.
B. Shall oversee all fundraising programs of the NVGOP. - Nominating and Candidate Recruitment Committee
A. Shall consist of its appointed Chairman, the National Committeeman, the National Committeewoman, five (5) members from Clark County, four (4) members from Washoe County, and three (3) members from the remaining counties combined.
B. Shall be responsible for the recruitment and development of candidates for statewide public office, and may provide assistance, upon request, to any county recruitment and development efforts.
C. Shall maintain a record of all nominations for NVGOP officer positions and determine the eligibility of any candidates for those positions. - Personnel Committee
A. Shall consist of the NVGOP Chairman, who will serve as the Committee Chairman, the NVGOP Vice-Chairman, the NVGOP Treasurer, the NVGOP Secretary, and the Chairmen of the Budget and Finance Committees.
B. Shall develop and write job descriptions for the NVGOP Executive Director, office manager/secretary, and any additional staff positions that may be recommended by the Chairman or Executive Committee.
C. Shall review all personnel matters and determine whether those matters should be brought before the Executive Committee or the NRCC. - Credentials Committee
A. Shall consist of its Chairman, the NVGOP Secretary, one (1) member from Clark County, one (1) member from Washoe County, and one (1) member from the remaining counties combined. Additional members may be appointed if needed with the approval of the Executive Committee.
B. Shall verify the identity and eligibility of all members attending any meeting of the NRCC in person or by proxy.
C. Shall create and present a credentials report at that meeting for approval by the NRCC members.
ARTICLE 10: VOTING AND PROXIES
- All voting members who are present at a meeting of the NRCC or Executive Committee in person or by proxy shall have the right to vote on all matters coming before that body unless the proxy expressly states otherwise in writing.
- Any voting member of the NRCC may assign a proxy for any regular or special meeting of the NRCC. A proxy form shall be included with the call to the meeting sent to each member. The proxy form for each meeting shall have a unique identifier.
- Proxy forms must be properly filled out and must include the member’s signature, the date or date and time when signed, and must designate a proxy holder by name or assign the proxy to “bearer” to be deemed valid and complete.
- At each meeting, the Chairman shall instruct the Credentials Committee to examine all proxy forms, validate the signatures, and declare the names of those voting by proxy. Challenges to proxies shall be the first item of business.
- No person shall exercise more than two (2) proxies.
- The following rules shall govern to whom proxies may be assigned:
A. Current Nevada Constitutional Officers, Members of Congress representing Nevada, and Officers of the NVGOP may assign their proxy to any registered Republican Nevada elector.
B. Members of the Nevada Legislature may assign their proxy to any other Republican State Legislator or to any registered Republican Nevada elector residing within their legislative district.
C. Standing Committee Chairmen may assign their proxy to any other current member of the NRCC.
D. Members representing Republican organizations may assign their proxy only to a registered Republican Nevada elector who is also a member of that organization.
E. All other members of the NRCC may assign their proxy to any registered Republican Nevada elector that resides in the same county as that member.
ARTICLE 11: AFFILIATED COUNTY REPUBLICAN PARTIES
ARTICLE 11.1: AFFILIATED COUNTY REPUBLICAN PARTY REQUIREMENTS
The NVGOP shall recognize an affiliated County Republican Party in each of the various counties of Nevada. Each affiliated County Party:
- May adopt their own bylaws and rules, which shall not conflict with the Rules of the Republican National Committee, these Bylaws, the NVGOP Standing Rules, or any applicable local, state, or federal laws or statutes. Upon adoption or amendment, a copy of such bylaws and rules must be filed with the NVGOP Secretary who shall note their filing in the minutes of the next NRCC meeting and shall deliver them to the Chairman of the Standing Committee on Bylaws for review.
- Shall provide the NVGOP Secretary a list of its elected officers immediately following their election, including their mailing address, telephone number, and e-mail address, if available.
- Shall conduct Precinct Meetings and County Conventions as directed by the Executive Committee or NRCC in accordance with the NVGOP Bylaws and Standing Rules.
ARTICLE 11.2: PRECINCT MEETINGS AND COUNTY CONVENTIONS
- Each County Party shall hold a Precinct Meeting of the registered Republican voters in each voting precinct within their county to be held on a date set by the NVGOP Executive Committee at which:
A. Delegates to a County Convention shall be elected in accordance with the NVGOP Bylaws and Standing Rules in conjunction with any applicable County Party bylaws and rules.
B. Participation shall be open to all registered Republican voters within a given voting precinct.
C. In Presidential Election years, a Presidential preference poll shall be conducted in accordance with the NVGOP Bylaws and Standing Rules. - Each County Party shall convene a County Convention following their Precinct Meeting by a date set by the NVGOP Executive Committee at which:
A. Delegates to the NVGOP State Convention shall be elected in accordance with the NVGOP Bylaws and Standing Rules in conjunction with any applicable County Party bylaws and rules.
B. Members of a County Party central committee shall be elected.
C. Nominations for elected positions on the NRCC for that County Party may be held, unless otherwise specified by that County Party’s bylaws, and must be submitted to the NRCC Secretary no later than fourteen (14) calendar days prior to the NVGOP State Convention.
D. A County Party platform may be adopted, if desired.
E. Other such actions pertaining to the affairs of their County Party may also be considered as that County Party deems proper.
ARTICLE 12: STATE CONVENTIONS
- The NVGOP shall convene a regularly scheduled State Convention in each year in which a statewide general election is to be held in accordance with these Bylaws and the NVGOP Standing Rules.
- Delegates to the State Convention shall be elected by the County Convention of each affiliated County Party. Their election shall be certified to the NVGOP Secretary by the County Convention Chairman and Secretary from that county.
ARTICLE 13: AMENDMENT OF BYLAW
Section 1. These Bylaws may be amended or revised by a majority vote of the delegates at any State Convention; or by a two-thirds vote of the members present, in person or by proxy, at any meeting of the NRCC, a quorum being present, where notice of the proposed amendments was included in the call of the meeting and mailed at least thirty days prior to the meeting; excepting therefrom: amendments shall be adopted to change any language of this Article 13 or of Article 3, DUTIES AND HEADQUARTERS, only by a session of a State Convention, a quorum present, where notice of the exact language to be adopted was distributed to every delegate of the preceding Presidential election year state convention prior to the adoption of the preliminary credentials report of that prior Presidential election year state convention, and further providing that properly noticed amendments proposed to change the language of this Article 13 or Article 3, must be adopted only as proposed without any additions or deletions, which additions or deletions, if made by the convention considering such amendment acts to totally void the entire amendment.
ARTICLE 14: PARLIAMENTARY PROVISIONS
- Standing Rules adopted under the authority of these Bylaws may be adopted on a temporary basis by the Executive Committee, subject to approval of a corresponding rule to be considered by the NRCC at the next regular NRCC meeting or at a special meeting called for that purpose. Any such rules shall automatically expire once considered if not approved by the NRCC.
- Any rules adopted under authority of these Bylaws shall be adopted by the NRCC in plenary session and shall not be adopted without the same notice required as in the adoption of bylaws.
- The Standing Committee on Bylaws shall be required to carry out the same duties in relation to rules as it does to bylaws and shall also be required to advise the central committee of any potential conflicts.
- Where not superseded by the Rules of the Republican National Committee, these Bylaws, the NVGOP Standing Rules, or the Nevada Revised Statutes not in conflict with the foregoing, the latest revision which has been in publication for at least two years of ROBERT’S RULES OF ORDER NEWLY REVISED, shall govern all proceedings set forth herein.
ARTICLE 15: ELECTION LAWS
- No officer, agent, or member of the NRCC is authorized to take any action in violation of any federal, state, or local election law or regulation. Nor shall any officer, agent, or member of the NRCC be authorized to take any action in violation of the order entered in Case No. A269546, Department IX, Eighth Judicial District Court, Clark County, Nevada.
- Violation of this provision shall result in a vote for removal of that officer or NRCC member at the next regular NRCC meeting in accordance with the provisions of Article 7.3 of these Bylaws excluding any petition or signature requirements that would otherwise be needed to request such an action.
ARTICLE 16: SUPPORT OF CERTAIN CANDIDATES
- The Nevada Republican Party shall neither recognize nor support any candidate for public office who has been convicted of a felony or, while serving in a public office was impeached and convicted or removed from office for any reason, unless the NRCC or NVGOP State Convention shall waive this rule by a two-thirds (2/3) vote of the members or delegates present.
