NEVADA REPUBLICAN CENTRAL COMMITTEE

A GENERAL RESOLUTION TO TAKE AN EXPRESS POLITICAL POSITION THE MATTER OF NEVADA
PUBLIC POLICY CONCERNING THE AWARD KNOWN AS THE “JEAN FORD DEMOCRACY AWARD”
WITH ITS ACKNOWLEDGEMENT OF A FORM OF GOVERNMENT IN CONFLICT WITH THE
CONSTITUTION OF THE UNITED STATES; AND PROVIDING FOR OTHER MATTERS PROPERLY
RELATING THERETO.
BE IT RESOLVED, that the Nevada Republican Central Committee does hereby declare as follows:
WHEREAS, NRS 225.200 – 225.270, inclusive, provides for the Nevada Secretary of State concerning an
“Advisory Committee on Participatory Democracy”.
WHEREAS, NRS 225.220 defines “Participatory democracy”. “Participatory democracy” means the
participation of residents of this State in the development of public policy and in the improvement of the
operation of government at all levels.
WHEREAS, Article IV, Section IV of the Constitution of the United States states: The United States shall
guarantee to every State in this Union a Republican Form of Government, and shall protect each of them
against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be
convened) against domestic Violence.
WHEREAS, the States of Nevada is guaranteed a republic with a constitution defining and binding the
authority of the state government by the Constitution of the United States.
WHEREAS, A constitutional republic refers to a form of government, where the head of state and other
officials are representatives of the people and which governs in accordance with existing constitutional law.
It is a government of laws not of men. Since the governing body is elected and their decisions are subject to
judicial review the state is named as republican.
WHEREAS, Supreme Court Chief Justice John Marshall ruled that “All laws repugnant to the Constitution
are null and void.” Marbury v. Madison, 1803 5 US 137
THEREFORE BE IT RESOLVED, that the Nevada Republican Central Committee recognizes the NRS
225.220 definition of “Participatory Democracy” is in conflict, and contrary to the spirit of Article IV, Section
IV of the Constitution of the United States; and,
THEREFORE BE IT FURTHER RESOLVED, that the Nevada Republican Central Committee encourages
ALL government officials to acknowledge and obey the Constitution of the United States, Constitution of the
State of Nevada and all constitutionally related standing rulings of courts of competent jurisdiction regarding
any and all official duties.

The within Resolution was duly presented, discussed and adopted by the Nevada Republican Central
Committee on this 6th day of April, 2013.
